POST /V1/customers/:customerId/carts
POST /V1/customers/:customerId/carts is a Magento 2 REST endpoint in the Quote module. Creates an empty cart and quote for a specified customer if customer does not have a cart yet. Requires an admin Bearer token with ACL Magento_Cart::manage.
